Under the direction of the Captain - Operational Division, the Lieutenant is a non-uniformed (plain clothes) and armed position that administers, oversees and coordinates the activities of the Facilities or Patrol Division of the Department of Public Safety. The stated goal of the department is to deliver world class security service, in accordance with current policies, procedures, and established objectives.The Lieutenant is responsible for the effective management and success of their assigned Division; accountable for consistently delivering exceptional leadership of their teams and value to the organization. The Lieutenant will ensure their team members understand and serve the purpose and vision of the organization, and reflect the team’s core beliefs.

Essential Duties & Responsibilities

  • Strives continuously to ensure that their direct reports continue to develop professionally.
  • Develops strategic goals, including both short and long-term business objectives.
  • Understands, applies and ensures the department’s compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with tribal ordinances and all Indian gaming related regulations.
  • Ensures positive working relationships within the department and with tribal members, tribal staff, casino and gaming management/employees, as well as with local law enforcement agencies.
  • Effectively manages their division’s budget.
  • Represents the department publicly and serves as a key representative of the Department of Public Safety’s services to internal customers, vendors and visiting patrons.
  • Interacts with a variety of individuals to establish and maintain effective public relationships.
  • Deals with the public courteously in order to establish and maintain effective public and customer relations.
  • Analyzes situations promptly and accurately; quickly adopts prompt, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.
  • Remains calm under stressful conditions, exercises reasonable judgment and makes sound decisions especially during emergency situations.
  • All DPS roles that require non-uniform and/or concealed carry of firearms, must comply with all California State Law, BSIS guidelines, and all DPS policies related to the use of firearms.
  • Other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to the COVID-19 public health emergency.
  • Perform other duties as assigned to support the efficient operation of the department.

Supervisory Responsibilities

Directs and supervises assigned Public Safety personnel and in the absence of the Captain, assumes operational authority, control and responsibility over the department.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include training employees, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.



  • High School Diploma or General Education Development (GED) required.
  • Bachelor’s Degree from an accredited institution is preferred.  For exceptionally qualified individuals, security management, military police or law enforcement experience may be substituted for college education.
  • Must have at least five (5) years recent experience with a law enforcement or security agency; with at least two (2) of these serving in a responsible leadership position.
  • Must be able to read, speak, and write intelligently in the English language.  Bilingual abilities are a plus.
  • Must have documented, verifiable experience in drafting policies and procedures for an organization of comparable size to the San Manuel Department of Public Safety.
  • Must have verifiable experience in conducting sophisticated internal investigations.
  • Knowledge of criminal law, gaming, Indian gaming and casino related operations, criminal investigation techniques and related vicarious civil and legal liabilities such as; public law 280, search and seizure, use of force, lawful detention, probable cause, etc. required.
  • Knowledge of surveillance techniques, interviewing and interrogation techniques, and modern public safety techniques pertaining to all department divisions required.
  • Knowledge of leadership and management principles and methods related to administration, resource and records management, compliance measures, operational command structures, and equivalent executive and senior executive positions.
  • Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.


  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
  • Minimum POST Reserve level II certificate, any comparable certification from a recognized law enforcement agency local, state or federal, or military police certification (recognized out of state certificate and/or related experience will be considered on a case by case basis).
  • Ability to obtain and maintain a valid BSIS Gun and Guard Card.
  • Must be able to comply with all current requirements set forth by the California Bureau of Security and Investigative Services (BSIS) for Armed Security Officers.
