The Information Technology (IT) department for the San Manuel Band of Mission Indians (the Tribe) provides and supports a leading edge technology infrastructure to the organization in support of ever changing technological advances in the Gaming industry and the Tribe’s business enterprises. The ability to effectively prioritize and execute tasks in a high-pressure environment is key to the success of the IT staff to meet the demands of this technically proficient and high demand department. Under the direction of the GIS Manager, the GIS Analyst is responsible for: Map production, data analysis, GPS data capture/collection and GIS development/maintenance of the Tribal GIS databases and Unmanned Aerial Systems. The GIS Analyst will be proficient with the enterprise GIS platform.

Essential Duties & Responsibilities

  • Map production, analysis, database creation and web application development.
  • Collection and research of data and information from a variety of planning sources (federal, state, county, city, tribal, contractor) for the development and maintenance of the GIS databases including, but not limited to, the creation, verification, and update of various spatial data layers used in our studies.
  • Perform preflight, post flight planning, flight operations, safety and management of Unmanned Aerial Systems.
  • GIS support for Tribal projects including, but not limited to, data, analysis, maps, research, and field work for the management and monitoring of the Tribe’s resources.
  • Integration of parcel data from legal descriptions using coordinate geometry.
  • Assist GIS Manager with standards establishment/execution, and system administration including but not limited to, metadata standards, database design, etc.
  • Data verification of field work which will entail the use of GPS technology.
  • Assist with training end users in the use of GIS software and data.
  • Perform other duties as assigned.

Requirements

Education/Experience/Qualifications

  • Bachelor’s degree in Computer Science or a related field required. Equivalent combination of education and direct, relevant and progressive experience may be accepted in lieu of educational requirement.
  • Minimum four (4) years of practical work experience in a GIS discipline using ESRI software, or a GIS Certificate with (4) years of practical work experience in developing/utilizing GIS databases.
  • Four (4) years of experience in the use of ESRI Suite of products: ArcGIS Desktop 10 or later (ArcMap, ArcCatalog, ArcToolbox).  A working knowledge of ESRI product extensions is desired.
  • Working knowledge of enterprise relational database management systems, specifically ArcSDE and Microsoft SQL Server.
  • Basic knowledge of GPS technologies and associated software, primarily Trimble handheld GPS units and ArcPad software.
  • Working knowledge of PC applications: Windows 7 and above, Microsoft Office (Access, Excel, Outlook, Powerpoint, Word), Adobe Illustrator and Photoshop.
  • Strong communication skills working with Tribal government departments and personnel.
  • Ability to handle sensitive and confidential information appropriately.
  • 100 hours of logged flight hours with Unmanned Aerial Systems

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
  • FAA Section 107 UAV Sport Pilot License preferred.
