JOB SUMMARY: The Director of Strategic Sourcing plans, organizes, directs, and controls the purchasing and contract administration function for Muckleshoot Casino, and works collaboratively with vendors, managers, and the executive team to ensure internal guest satisfaction and adhere to regulatory, internal control, and best practices. The Director of Strategic Sourcing develops, implements, and maintains sourcing programs and initiatives, while maintaining the highest level of internal control and ethical responsibility and manages department staff. Additional responsibilities include managing suppliers.

1. Practice, support and promote the Mission, Vision and Values of Muckleshoot Casino.

2. Formulates and executes sourcing and procurement strategies which make efficient use of company resources, identify market trends, identify short and long-term sourcing options, and identify short and long-term partnering opportunities with vendors.

3. Oversee the processing of requisitions and purchase orders.

4. Obtain the best price, quality and service for the products or supplies purchased.

5. Locate, qualify and approve vendors for purchases and obtain pricing information.

6. Ensures compliance with vendor licensing requirements as set forth in the Tribal State Compact or other Tribal Gaming requirements.

7. Prepare and evaluate vendor bid or quote specifications.

8. Develop and implement creative and aggressive cost containment programs by establishing supplier criteria and developing vendor relationships.

9. Act as a role model for Team Members under your supervision by focusing on the demonstration of positive action, behavior, attendance, work ethic and guest service.

10. Responsible for the staffing, training and scheduling of Team Members

11. Negotiate contracts within budgetary limitations and scope of authority.

12. Negotiate with vendors to obtain optimum quality, price, availability, delivery, freight and terms.

13. Develop and maintain item codes and current prices in the computerized purchasing system.

14. Maintain master copy of all contracts related to purchases.

15. Prepare and present operational reports to Senior Management as requested.

16. Coordinate planning and acquisition process with departmental and managerial staff.

17. Direct and coordinate activities of personnel engaged in purchasing equipment, material and supplies.

18. Develop and assures that purchasing activities follow applicable internal control standards.

19. Develop annual department budget including, capital expenditures and analysis of staffing needs.

20. Evaluate, define and implement methods to continually improve all aspects of the procurement procedure to ensure optimal price and quality.

21. Smile and engage Guests and Team Members with a positive, professional demeanor.

22. Create, maintain and facilitate a positive work environment.

23. Maintain the highest level of Integrity in vendor interactions.

24. Perform other duties as assigned.

Education, Experience, And Training For Position (Required/Preferred)

  • Bachelor's degree in Business Administration or related field required.
  • Ten years of successful procurement experience, with seven years of procurement managerial experience required.
  • Advanced purchasing and materials management system experience required.
  • Contract negotiation and review experience required. Working knowledge of tribal sovereignty and OTA requirements preferred.

Specific Skills/Knowledge/ Abilities Required For Position

  • Demonstrate advanced Excel and 10-key skills.
  • Demonstrate strong math skills and advanced computer literacy using Microsoft Office Suite applications.
  • Demonstrate strong and effective communication skills both orally and in writing. Read, write and speak English fluently.
  • Extensive experience managing Supplier Sites, Materials Management Systems, Tribal Gaming Agency Licensing and

Vendor Relationships.

Ability to maneuver in all areas of casino, ascent/descent from stairs, frequent standing, walking, sitting, reaching, stooping, kneeling or crouching, and/or prolonged periods of time focusing on tasks. Ability to lift at least 25 lbs. May regularly need to lift/ move, push or pull up material or boxes necessary to the job functions, with or without assistance.

Specific vision ability includes close vision, distance vision, color vision, peripheral vision, and depth perception. Visual acuity to discern and examine text, graphics, color and symmetry. Speech to communicate clearly, express ideas and convey information in an understandable manner. Ability to hear for listening comprehension and to understand ideas presented through spoken words and sentences. Manual dexterity to operate office or required equipment and examine or update documents, records, data, instructions, logs, and files.

MENTAL

Social perceptiveness to assess and understand other's reactions and behavior. Critical thinking to use logic and reasoning, reach conclusions/solutions. Comprehension in assessing, analyzing, and processing alpha, numeric, and visual data and completing required tasks or documents accurately. Ability to tolerate stress and conduct tasks under critical deadlines. Ability to concentrate on task over a period without being distracted.

WORK ENVIRONMENT The work environment characteristics described here are representative of those a team member encounters while performing functions of his/her job and in areas monitored by security or surveillance cameras. Work in casino operations and/or internal or external environments occasionally. Exposure to second hand smoke, moderate to high noise level, bright lights, fluctuating temperatures/weather conditions.

About Us

The Muckleshoot Tribe is part of the widespread Coast Salish culture that has long called the Puget Sound Region home. The Muckleshoots and their ancestors have lived in the area continuously for thousands of years. Prior to their forced relocation to the Muckleshoot Indian Reservation,a result of the government treaty of the 1850’s,the Tribes homeland encompassed a vast area ranging from Mount Rainier to the salt waters of Puget Sound.
 
As with their Coast Salish neighbors, the salmon plays a central role in the economic, social, spiritual and ceremonial life of the Muckleshoot people. In recent years the Tribe has been at the forefront of efforts to protect endangered salmon runs, elk herds, and other natural resources. Education is also a top priority. The Muckleshoot Tribal School and the Muckleshoot Tribal College, along with a wide array of related programs, help to ensure that todays Muckleshoot youth will be well prepared to guide the Tribe when it is their turn to lead.
 
The Tribe is also striving to preserve its ancient culture and language. A few years ago, it was feared that the last of the Tribes native speakers would soon pass from this Earth. However, thanks to the dedicated efforts of its educators and Tribal Elders, the voices of the children can once again be heard speaking Wuhlshootseed, which for a millennia was the primary language of Puget Sound. The Muckleshoot Indian Reservation, consisting of 3,860 acres,is located about 30 miles southeast of Seattle. A nine member elected Tribal Council provides governance for the Tribe. With over 200 Tribal Government employees and a gaming employment work force of over 2,200, todays the tribe is South King County’s #2 employer and a growing economic force in the region.
