Under the direction of the VP Associate General Counsel, the Staff Attorney provides legal advice to the Tribal government, Tribal government operations and the Tribal government’s business enterprises. This position assists in counseling all levels of leadership in diverse issues related to transactions and contracting for the Tribal government, Tribal government operations and the Tribal government’s business enterprises. The Staff Attorney provides recommendations to minimize legal and financial exposure. This position also assures best practices to address emerging legal and business issues related to the Tribal government, Tribal government operations and the Tribal government’s business enterprises.
Under the guidance of the Network Engineering Manager and the enterprise architecture team, the Network Engineer III designs the deployment of enterprise networks, and defines network best practices and standards for the enterprise. This position serves as technical leader for solving highly complex network incidents by supporting other network engineering team members. This position also serves as a role model for other network engineering team members by establishing documentation standards and enhancing the network engineering document library.
Under the direction of the Department of Public Safety (DPS) Shift Sergeant, the Public Safety Officer (PSO) is a uniformed, armed position responsible for providing public safety to the San Manuel Band of Mission Indians (SMBMI) Reservation and all its Tribal citizens, assets, customers, facilities, and operations, including the Yaamava Resort and Casino at San Manuel. This position requires exceptional customer relations skills. PSOs must deliver critical safety and security services in a business-oriented, courteous, customer service, and professional manner. PSO’s are involved with the enforcement of laws, rules, and regulations under the State of California, Federal, and Tribal Government codes, securing an assigned area, conducting investigations, collecting evidence, and preparing timely and accurate reports. Duties also involve crime prevention, investigating crimes, detaining suspects, responding to emergencies, performing as initial Incident Commander until relieved, testifying in court proceedings, and protection of life. The PSO may be assigned to various special assignments such as executive protection, canine operations, among others. The Public Safety Officer also collaborates, initiates, and supports opportunities with other functions by championing the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribe’s mission, vision, and values.
******** Open to SMBMI Tribal members and community members ********The San Manuel Fire Department's mandate is to provide emergency and non-emergency services to protect the lives and property of tribal citizens, employees, patrons, and guests of the San Manuel reservation as well as to safeguard environmental, cultural and economic resources. The department is called upon to ensure fire safety on the reservation and to protect the lives of those within the community. Also critical in the San Manuel Fire Department's mission is to develop, implement and maintain innovative prevention programs and strategies, lifesaving and safety education and training to the San Manuel Band of Mission Indians community. The department fosters partnerships with other tribal departments, as well as outside public safety agencies, to promote a dynamic emergency response capability. Under the supervision of the Special Operations Supervisor, the Reserve Firefighter accomplishes a variety of duties in the protection of life and property. Participates in the combating, extinguishing and prevention of fires as well as providing emergency medical care, rescue and protection of individuals from hazardous environments. Maintains fire station, grounds, and equipment, participates in fire prevention inspection, fire prevention, and suppression training.
Under the direction of the Director of Procurement, the Vendor Program Manager is responsible for tracking, validating, prioritizing and showing results associated with Vendor Management initiatives. The individual selected for this position plays a key role in the management of various long and short-term activities and strategic programs requiring a moderate degree of experience, knowledge, and professionalism. This position requires exceptional customer relations skills. PSAs must deliver critical security services in a business-oriented, customer service, courteous and professional manner. PSAs are involved with the public safety and security rules and regulations under the State of California, Federal, and Tribal Government codes, securing an assigned area, assisting with securing of incident scenes, identifying victims/witnesses, locating evidence and may be asked to assist in the preparing of appropriate reports.
Under the Direction of the Director of Public Health and Medical Officer, the Healthcare Data Analyst is responsible for the profitable operation and streamlining the processes to keep patients records for Tribal Citizens and Tribal community members, in addition to team members enterprise-wide. The Healthcare Data Analyst gathers and analyzes data from multiple sources to assist in insurance processing, clinical operations, and/or patient behavior to extract trends and business insights. The candidate selected for this role is analytical, resourceful, with eloquent communication skills with the ability to tell a story behind raw data to non-technical audiences. Reporting to the Procurement Manager, the Senior Sourcing Specialist is responsible for the strategy, analysis and negotiation of goods and services throughout the enterprise. The Senior Sourcing Specialist is responsible for category management for the various department stakeholder’s portfolio including, but not limited to, client management, category management, and supplier management, in support of the business unit and/or Segment. This individual will be accountable for partnering on and supporting sourcing initiatives that achieve value without compromising business strategy and performance.
The Procurement Manager is responsible for daily operations and ensuring the timely and efficient procurement of goods and services for the San Manuel Band of Mission Indians business enterprises. The Procurement Manager ensures that the appropriate departmental performance and metrics are established to readily support all business initiatives. The Procurement Manager will supervise, manage, mentor, and motivate team members, in addition to the responsibilities listed below. This person will enable effective stakeholder collaboration with other business units and vendors to achieve best in class procurement functions.
Under the direction of the Lieutenants, the Sergeant is a uniformed and armed position with supervisory responsibility over all Public Safety Corporals, Officers, Public Safety Assistants, and Public Safety Cadets on his/her assigned shift. In the absence of the Lieutenant, the Sergeant may be assigned to assume the Watch Commander’s responsibilities. Work involves direct supervision of all Public Safety personnel on the shift. The Sergeant will oversee and direct Corporals, Officers, trainees, PSA’s (Public Safety Assistants) and Cadets; assigning tasks, analyzing and evaluating reports, and participating in officer training programs. Conducts criminal as well as administrative investigations and prepares reports for presentation to the prosecutor, the courts, and Tribal entities. Ensures that all personnel assigned to their shift follow the policies of the San Manuel Department of Public Safety.The Sergeant can be assigned to any Division within the Department of Public Safety and must be adept to working in any of them. The Divisions include, but are not limited to Patrol, Facilities, Training, Administration, PSA/Cadet, and Security Services. The Sergeant shall oversee the development and performance of their assigned staff. The Sergeant shall set an example for their personnel to follow. This position proactively manages the alignment of all stakeholders in regards to uniform production and wardrobe operations. Under the direction of the Public Safety Dispatch Shift Manager, the Public Safety Dispatcher will be responsible for performing their duties and responsibilities in accordance with all established laws and regulations to include the San Manuel Department of Public Safety Policies and Procedures. These duties will include operating all radio-telephone transmitting and receiving equipment along with the computer-aided dispatch system; All information must be recorded in a timely, accurate manner, recording all pertinent information for emergency and non-emergency request for service from the San Manuel Tribal Community, Resort, Casino, Offsite properties; as well as law enforcement agencies, fire, medical or other emergency services. This position uses multiple communications systems to coordinate emergency calls; relay information and assistance; directly coordinates requests involving law enforcement agencies and other emergency response personnel, provides notifications in accordance with predetermined plans across all San Manuel Departments. The Public Safety Dispatcher will compile data, maintain records of emergency response, equipment and personnel dispatched and disposition of all calls for services (emergency and non-emergency), studies and maintains familiarity with locations of streets, landmarks and properties on and off the reservation and in the casino. This role keeps radio contact with DPS personnel on assignment, keeps supervising officers informed of situations, and dispatches additional record files. This individual maintains communication and serves as a liaison with other agencies. The Public Safety Dispatcher will assist with threat analysis and risk assessments as directed by the San Manuel Intel Division and will enter any Officer Safety or public safety related “Be on the Lookout” (BOLO) issued from DPS, other San Manuel Departments, or Other Allied Law Enforcement agencies into the CAD system.The Public Safety Dispatcher aligns themselves with the initiatives of the Department of Public Safety while championing the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribal Community’s vision, mission and values.
Under the direction of the Deputy General Counsel, the Managing Attorney – Corporate/Finance/Complex Transactions will assure best practices by providing (i) strategic legal direction on legal services rendered by department attorneys and outside legal counsel, and (ii) effective development, training, and oversight of staff attorneys in delivering legal advisory services on emerging issues related to the San Manuel Band of Mission Indians’ (SMBMI) government and its business enterprises. The Managing Attorney’s responsibilities will include providing recommendations to minimize legal and financial exposure to the Tribe and overseeing the delivery of strategic legal support in the areas of contracting and procurement-related activities, finance, investments, corporate development, corporate governance, taxation, intellectual property, mergers and acquisitions, information technology, and other transactions-related areas. Under supervision from the Emergency Medical Services (EMS) Supervisor, the Emergency Medical Technician (EMT) responds to emergency and non-emergency calls in and around the San Manuel Casino and delivers high quality patient care and customer service within the prescribed scope of practice, established protocols, and company policies.
Reporting to the Purchasing Manager, the Purchasing Specialist (Sourcing Specialist) is responsible for procurement of goods and services in addition to ongoing category management and supplier performance management that requires a moderate degree of experience, knowledge, and professionalism. The Sourcing Specialist is responsible for a spend portfolio of goods and services required for successful Casino and Tribal operations. Activities include creating spend analysis, RFI/RFP/RFQ cycles, supplier negotiations, trade and professional/personal services contracting and driving supplier performance management.
Reporting to the VP, Finance & Accounting, the Director of Disbursements leads all activities for optimizing Accounts Payable through the ownership of the disbursement process in accordance with the Generally Accepted Accounting Principles (GAAP). The Director of Disbursements also develops, implements, and administers the vision, strategy, and goals of the department. This position proactively works with enterprise-wide stakeholders as a strategic partner between Accounts Payable and operations. Under the general direction of the Accounts Payable Supervisor, the Accounts Payable Specialist is responsible for compiling invoice packets, verifying invoice accuracy, discrepancies, and submitting accounts payable reports to the appropriate recipient for verification. The Accounts Payable Specialist ensures compliance with the Gaming Commission’s Tribal Gaming Minimum Internal Controls (TICS) and the Gaming Commission Regulations (GCR), by studying the standards, enforcing adherence to requirements and advising management on needed actions.
Under the direction of the San Manuel Utility Authority Principal Engineer, the High Voltage Systems Specialist is a journey level expert with advanced experience, who will hold the primary responsibility of ensuring the substation and switchgear are available, reliable, and maintained per ANSINETA standards while serving as a subject matter expert across the enterprise. The High Voltage System Specialist also provides on-site, after-hours on-call outage response. In the event of an outage, incumbent must be able to be on-site within thirty (30) minutes of initial contact.

The Chief Judge, appointed by the Judiciary Board and confirmed by the Governing Council, serves for a term of three (3) years. The Chief Judge is the chief administrator of both the trial and appellate courts of the San Manuel Tribal Court System and is the Chief Judge of the trial court. The Chief Judge is responsible for overseeing the judicial operations of the Judicial Branch as such duties and qualifications are set forth in the San Manuel Judicial Code. Under the direction of the Director of Environmental Management, the Environmental Technician I (ET1) is responsible for operational support of all environmental medias including water quality, air quality, solid waste management, vector control, natural resource protection and outreach for the Tribe. The ET1 maintains, develops and implements environmental programs and activities; and ensures that the Tribe complies with Federal and Tribal environmental policies and regulations. The ET1 assists the Environmental department with protecting the water, land, air, wildlife and natural resources for the Tribe in light of its economic, cultural, and political objectives. The ET1 also supports the sustainable development and capacity building of the Environmental department.
Under the direction of the Director, Strategic Philanthropy, the Manager, Tribal Sponsorships (“Manager”) leads the execution of partnerships, programs and events that promote the charitable and non-charitable interests of the Tribe. The Manager also provides leadership on cross-departmental projects that build and strengthen the Tribe’s relationships with identified charitable and non-charitable groups.
Under the direction of the Cyber Security Manager, the Security Analyst is responsible for ensuring that information assets are adequately protected by actively maintaining and improving the enterprise Information Security program. The Security Analyst is familiar with the information technology systems and works closely with the Information Technology (IT) department to insure proper security rules and procedures are in place for all current and future IT systems. The Security Analyst champions a security mindset to all enterprise team members and recognizes the value of standards, policy and procedures, operational effectiveness and high availability. This position supports new capabilities and assists in security assessments to identify vulnerabilities, remediation strategies, and supports the implementation of effective safeguards. Under the direction of the Landscape Lead, Tribal Government Operation, the Landscaper, Tribal Government Operations (TGO) will be responsible for general facility and grounds maintenance on the Tribal Reservation as well as other San Manuel Band of Mission Indian properties. While working as a part of a closely-knit team, the primary duty of the Landscaper, TGO will be to perform a variety of semiskilled and skilled work in the maintenance of San Manuel grounds, equipment, buildings, and facilities; and to do related work as assigned to maintain the efficient operation and upkeep of San Manuel properties.
Under the direction of the Leave & Disability Manager, the Leave & Accommodation Specialist provides support to all team members who are requesting a leave of absence or disability accommodation. This role serves as the liaison between team members and enterprise leaders when team members are seeking reasonable accommodations through the interactive process. The Leave & Accommodation Specialist is responsible for managing the complete cycle of disability accommodation, leaves requests, and interactive processes by engaging team members, medical professionals, enterprise leaders, and Human Resources to assist team members who require a workplace accommodation. This role ensures all processes and procedures are effectively executed and managed in accordance with applicable Federal, State and Local regulations, including consulting with the Legal team for guidance on complicated accommodation situations.

The SMTGC, which includes the Surveillance Department, is responsible for maintaining legal and regulatory compliance, ensuring a high level of integrity, and safeguarding Tribal and YRC assets.Under the direction of the Surveillance Technical Supervisor, the Surveillance Infrastructure Technician is responsible for the administration and oversight of Surveillance Department systems (numerous), equipment, components, and infrastructure. Systems include but not limited to; CCTV systems, and infrastructure, conduit bending, and installation, cable installation, termination, testing and certification of fiber optic cable, category cable, multi conductor and coaxial cable, weapons detection systems deployment, bag X-Ray scanner, support SMTGC hearings, and deploy or maintain trailered CCTV mobile units. Responsibilities include but not limited to installation, repair, and maintenance of these systems at properties owned and operated by SMBMI. Properties include but are not limited to, YRC Casino, YRC Hotel, YRC Retail, YRC Entertainment Venue, YRC Amenities, YRC Food & Beverage areas, SMBMI Reservation, and numerous SMBMI remote site locations. The Surveillance Technician reads and interprets system diagrams/schematics and is proficient in using tools and testing instruments, as tasks include performing and assisting with installation/uninstallation of components and infrastructure of Surveillance Department systems. The Surveillance Technician is also responsible for installation and cross connecting of Surveillance Department systems components such as servers, network switches, storage devices, and PC workstations, etc. This position also assists in the technical design, planning, implementation, and the highest level of performance and recovery for mission critical surveillance systems.

Reporting to the VP, Education, the Linguist assists the Education Department in Serrano language revitalization and promotes and executes the educational goals and priorities set by the Tribe and the Education Board.
Under the direction of the Senior Manager, Cultural Resources Management (CRM), the Cultural Resources Technician assists with the department’s overall efforts to organize and execute a comprehensive heritage stewardship program via the culturally appropriate management of Serrano cultural resources and landscapes. This role assists with the Tribe’s regulatory consultation and interpretive outreach efforts with external partners as they relate to the preservation and promotion of significant cultural spaces across Serrano ancestral territory. The Cultural Resources Technician assists with the implementation of a cultural site stewardship program for resources on land held by the Tribe, which includes partaking in construction monitoring, field survey, and resource recordation. The Cultural Resources Technician is also expected to assist with various data management efforts, such as archaeological/archival collections processing and digital GIS/reference library data entry. All duties for the Cultural Resources Technician contribute towards the CRM Department’s objective to build capacity within the Tribal community regarding heritage stewardship in a way that gives preeminence to the Tribe’s vision, mission, values, and cultural imperatives.

Under the general direction of the Accounts Payable Supervisor, the Accounts Payable Specialist is responsible for compiling invoice packets, verifying invoice accuracy, discrepancies, and submitting accounts payable reports to the appropriate recipient for verification. The Accounts Payable Specialist ensures compliance with the Gaming Commission’s Tribal Gaming Minimum Internal Controls (TICS) and the Gaming Commission Regulations (GCR), by studying the standards, enforcing adherence to requirements and advising management on needed actions.
The Repatriation and Curation Program Manager assists the Cultural Resources Management (CRM) department’s efforts to support the mission, vision, and values of the San Manuel Band of Mission Indians as they relate to the repatriation and curation of archaeological and ethnographic collections. The Repatriation and Curation Program Manager is also responsible for the acquisition, management, and accessibility of the archaeological and ethnographic artifact collections currently housed in the San Manuel Archive. The Repatriation and Curation Program Manager will work with multiple stakeholders within the tribal government to refine and implement protocols associated with these tasks.
Under the supervision of the IT Service Desk supervisors, the Service Desk Analyst ensures proper computer operation so that end users can accomplish business tasks. This includes receiving, creating, prioritizing, documenting, and actively resolving end-user help requests and escalating incidents when considered appropriate and necessary to maintain service level agreements (SLA) expectations. Under the direction of the Senior Manager, Cultural Resources Management (CRM), the Cultural Resources Analyst (“Analyst”) will assist in the organization and execution of a comprehensive heritage stewardship program by establishing, maintaining, and improving tribal consultation efforts with various federal, state, and local agencies and organizations. The Analyst will review relevant documentation and provide timely and thorough responses to project-based scoping inquiries and requests for tribal consultation that primarily result from agency obligations under the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), and California Environmental Quality Act (CEQA). The Analyst will work in partnership with other CRM staff to ensure that the department maintains and acts upon a holistic and strategic understanding of cultural resource management efforts across Serrano ancestral territory. The Analyst will further provide, leverage, and implement staff-level recommendations regarding the identification, assessment, and treatment of cultural resources within Serrano ancestral territory, as guided by the tribal leadership.
The role of the Health, Safety, Code Compliance Agent is to fulfill the SMTGC’s mandate to protect the health and safety of patrons, employees, guest, visitors, and Tribal citizens at the Gaming Facility. This position will ensure the Gaming Facility complies with Tribal, Federal, and State regulations covering emergency preparedness, food safety, potable water, construction, maintenance, hazardous materials, sanitation, environmental, and public health. Provides on-site enforcement of the gaming operation by conducting inspections, investigations, monitoring, procedure reviews, and developing regulatory standards to fulfill the SMTGC’s oversight role. Responsibilities include being the SMTGC’s safety expert, providing Gaming Compliance Management with reliable interpretations of regulations, industry practices, and recommendations during emergencies or situations related to the skillset of the position.

Under the direction of the Reservation Security Lieutenant, the Reservation Security Sergeant is responsible for assigning tasks, analyzing and evaluating reports, and ensuring that reservation security activities are conducted according to the Tribe First initiatives. This position supervises team members that have special assignments such as executive protection, physical security, education security, and surveillance, and must be adept in these areas as well. The Reservation Security Sergeant is also responsible the enforcement of laws, rules, and regulations under the State of California, Federal, and Tribal Government codes, securing an assigned area, conducting investigations, collecting evidence and preparing appropriate reports. This position performs task such as crime prevention, investigating crimes, arresting/detaining suspects, responding to emergencies, performing as Incident Commander unless relieved, testifying in court proceedings, and protection of life. This position requires exceptional customer relations skills to ensure that critical safety and security services are provided in a business oriented, courteous and professional manner. The Reservation Security Sergeant collaborates, initiates, and supports opportunities with other functions by championing the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribe’s vision, mission and values. The Sergeant is responsible for overseeing and protecting Tribal Citizens and the assets of the San Manuel Band of Mission Indians. This is both a uniformed and non-uniformed, armed position, requiring compliance with all current California Bureau of Security and Investigative Services (BSIS) guidelines.
Under the direction of the Director of Environmental Management, the Environmental Biologist (EB) is responsible for the operational support of all environmental natural resource protection and outreach for the Tribe. The EB maintains, develops and implements environmental programs and activities, while also ensuring that the Tribe complies with Federal and Tribal environmental policies and regulations. The EB assists the Environmental department with protecting flora and fauna for the Tribe in light of its economic, cultural, and political objectives. The Environmental Biologist also supports the sustainable development and capacity building of the Environmental department.
