Under the direction of the VP, Human Resources, the Sr HR Policy and Documentation Specialist (Sr Specialist) is an anticipatory and forward-thinking contributor responsible for leading and governing the comprehensive processes around HR policy management and the technical documentation needs of the department. The Sr Specialist brings a breadth of HR experience and expert writing capabilities to work cross-functionally with other subject matter experts and leaders on activities related to end-to-end HR policy and documentation management that aligns with the Tribe’s values, expectations of its workforce, and employment laws.

Essential Duties & Responsibilities

1. Establishes and maintains the governance for end-to-end HR policy management using content provided by HR SMEs and supplemental research. Ensures HR policies, procedures, SOPs, and other supporting documentation are current, accurate, and written in formats consistent with policy formatting, tone, and language best practices.  

2. Confers with Legal and other relevant stakeholders on HR policies to ensure alignment with employment laws, Tribal expectations, and operational compliance. Ensures required employment posting requirements are met throughout the enterprise. 

3. Guides stakeholders and SMEs to determine internal and external facing HR policy needs and consults to avoid “policy for policy’s sake.”  Coaches and advises HR colleagues on how to avoid a “managing to policy” mindset and how to exercise sound judgement when navigating between policy discretion and policy compliance. 

4. Assists in evaluating which policies to include in employee-focused and employee-valued communication and handbooks to drive engagement. Establishes the cadence for policy review, update, and document control.  Leads the documentation, review, and approval process to ensure the necessary approvals are documented and recommends communication cadences to announce new or updated policies. 

5. Works with external departments on policies that include HR as a responsible or accountable party to ensure HR’s inclusion is appropriate. Recommends alternatives as needed. 

6. Serves as the HR Records Coordinator to coordinate the development and implementation of an information and records management program and the implementation of recommendations of the PIMS Steering Committee to including assisting with annual records review, archiving, and disposing of records in accordance with policy. 

7. Performs other duties as assigned to support the efficient operation of the department. 

Education/Experience/Qualifications 

  • Bachelor’s degree in human resources, business, or related field is required.  

  • A minimum of 5 years of experience in Human Resources in a generalist or closely related role serving a workforce of 2500+ employees with at least 3 of those years writing policies, procedures, process workflows, SOPs, or handbooks is required. 

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. 

  • Expert understanding of grammar, sentence structure, and intended audiences during the process of drafting, reviewing, and editing documents or messages is required. 

  • Demonstrated ability to communicate complex concepts that non-SME end-users can easily understand is required. 

  • Demonstrated ability to effectively use engaging and influential verbal and written communication skills in areas where technical communication is less appropriate is required. 

  • Experience with Adobe Acrobat or similar platforms to develop interactive forms and templates is preferred. 

  • Previous management experience preferred. 

  • Experience using electronic policy management and document version control platforms preferred. 

  • Experience researching and interpreting employment law and the ability to distinguish between federal and state employment laws. 

  • Ability to recommend solutions backed by strong analytical and critical thinking skills. 

  • Strong consultative and cross functional leadership skills with an emphasis on collaboration and gaining commitment through influence. 

  • Able to effectively manage multiple Level 1 priority projects and adhere to tight deadlines. 

  • Able to maintain a working knowledge of full scope HR practices and employment laws. 

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license. 

  • Technical Writing Certification or additional coursework in technical writing is preferred.
