The San Manuel Band of Mission Indians (SMBMI) is a self-governing nation and as such has established tribally managed governmental units to enhance and support services on the San Manuel reservation. The San Manuel Tribal Gaming Commission (SMTGC) is the governmental unit that was created by tribal ordinance as the primary regulator of gaming within the SMBMI’s jurisdiction, including the Yaamava Resort and Casino (YRC). The SMTGC, which includes the Surveillance Department, is responsible for maintaining legal and regulatory compliance, ensuring a high level of integrity, and safeguarding tribal and YRC assets.Under the direction of the Vice President, Surveillance & Game Protection, the Surveillance Program Specialist will be responsible for conducting and/or assiting with processes or systems to ensure compliance with all federal, state and local regulations and guidelines, quality assurance, and alignment with operational goals. This position also assists in the identification, development and implementation of innovative systems and integrations, analyzing current and future needs, and performing internal reviews of processes or systems to ensure consistency and a high degree of operational excellence. The Surveillance Program Specialist will work closely with department stakeholders in the day-to-day operations and future planning of the department regarding process, systems, and general operations. This role will require the Surveillance Program Specialist to have a flexible work schedule, work extended hours and be available 24/7 to ensure business and department needs are met.

Essential Duties & Responsibilities

1. Manage department documentation and databases, including but not limited to; personnel documents, assets, change requests, purchasing, procedure violation log, separation log, video request log, visitor system, risk management reporting system personnel updates, issuance of procedure violations, send technical project or task updates, audit and review system databases such as photo’s, watch lists, etc.     

2. Ownership of many phases or sub-tasks of projects of various complexities. Performs and documents verifications and makes recommendations and executes corrective actions. Prepares and supports teams in external audits. Maintains an organized and accurate system of records designed to keep management informed of key performance indicators and deadlines. Conducts independent research on potential areas of interest, high priority, or high impact.

3. Ownership of facilitating, planning, coordinating and processing of YRC change requests, in accordance with established requirements and regulations.

4. Responsible for the management of video evidence, including but not limited to; video evidence release for law enforcement, providing video to SMTGC hearings, providing video for the SMBMI Legal Department, SMBMI Claims Department, and/or approved third parties.  

5. Assists in the departmental accounting process including, but not limited to; managing the procurement, purchasing, and inventorying of supplies.

6. Facilitates and coordinates work groups with management and technical groups to define business or functionality requirements and provide solutions. Leads change control when changes to systems are made. Works with department technical management to analyze and interpret audit findings/reports and advises management on how to formally respond and remediate any audit findings.

7. Facilitates and leads annual review of policies and procedures to determine the impact and effectiveness of internal controls, provides recommendations for enhancements, and/or proposed program changes.

8. Initiates, assists, facilitates, plans, coordinates, processes, and follows up with work orders related to the Surveillance Department, Facilities Department needs and Information Technology needs; manages key control.

9. Performs other duties as assigned to support the efficient operation of the department.

Education/experience

  • Associates Degree required, bachelor’s degree preferred.
  • Two (2) years’ experience in business management, business analyst, project management or related field required.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
  • Experience in the areas of quality assurance, internal controls, program effectiveness, program improvement, and/or regulatory matters relating to department policies and procedures preferred.
  • Prior experience with computer programs including, but not limited to; SMART Sheet, payroll, reporting systems, Lawson budgeting, evidence handling, and surveillance video management preferred.
  • Intermediate to advanced level proficiency in Microsoft Office software (Outlook, Excel, Word, PowerPoint) essential.
  • Requires flexible schedule and is "on-call" and responsible for support in response to business needs on 24-hour 7 days a week basis ensuring all business or department needs are met. 

Certificates/Licenses/Registrations

  • Must be able to obtain and maintain a Class “A” Gaming license issued by the San Manuel Gaming Commission.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the Company’s insurance carrier.
  • Project Management Professional (PMP) preferred.
  • Project in Business Analysis (PBA) preferred.
