Under the direction of the San Manuel Tribal Community Services - Special Services Division, the Protective Services Specialist (PSS) is responsible for the close protection of the Tribal Council, the Executive Leadership team, Tribal Citizens, and employees of the San Manuel Band of Mission Indians. The Protective Services Specialist trains to the same Federal standards as the Department of the State’s Office of High Threat Protection and adds concierge services seen in the industry of executive protection. This position also provides all strategic, tactical, and concierge functions of the Special Services Division (SSD) by maintaining close communication with leadership during client movement and remaining vigilant and alert while on assignment. The Protective Services Specialist provides best-in-class services for designated San Manuel Band of Mission Indians (SMBMI) Tribal Government Officials, Tribal Citizens, Executives, and other VIPs, both on and off SMBMI Reservation property.

Essential Duties & Responsibilities

1.Maintains highly trained skills in Small Unit Tactics (SUT), Room Entry techniques (RET), and Rescue Task Force (RTF) operations to remain prepared for high-risk or escalating scenarios. Acts as designated Emergency Medical Responder (EMR), or Search and Rescue Technician (SAR) in the event of a crisis that threatens the life or medical welfare of the client.

2.Performs protective security functions for designated personnel on and off SMBMI Reservation Property. Research and pre-plan all security operations for any events where SMBMI personnel will be in attendance. Completes advanced security preparations by conducting site surveys, risk and threat assessments, and investigations on organizations and persons of interest. Conducts surveillance and counter surveillance during plain-clothes operations.

3.Operates the lead vehicle, client’s vehicle (limousine), or follow vehicle whenever required in motorcade or similar formations. Provides rapid egress for SMBMI personnel from hostile areas/situations using high-risk motor vehicle operation tactics. Recognizes and avoids assaults and threats on vehicles and passengers in their care. Uses high-level critical thinking and autonomy to formulate, communicate, and execute contingency plans because of a developing situation.

4.Manages and de-escalates situations with several people, groups, or crowds, and diverts people away from the area to create the safest environments for the client. Plans primary, secondary, and tertiary routes, ensuring the safety of clients/passengers at all times. Immediately responds to emergency situations, which may include the use of firearms, defensive tactics, and medical procedures.

5.Maintains detailed knowledge of the safest routes within travel region. Plans routes and alternate courses to mitigate traffic while assessing and avoiding stationary and mobile threats and hazards. Plans routes to hospitals, trauma centers, urgent care facilities, first and police stations, and potential safe havens.

6.Handles static posts for accessing, controlling, and managing exit and entry routes to ensure the safe movement of the client(s) from building to a vehicle (and vice versa) during standard and emergency situations. Balances protective service duties with providing concierge-level support to client(s).

7.Maintains financial accountability for corporate credit cards, including purchase receipts and travel folios.

8.Performs other duties as assigned to support the efficient operation of the department.

Education/Experience/Qualifications

  • High school diploma or GED required.

  • Minimum of five (5) years experience in executive protection, diplomatic security services, secret service, protective security services, high threat protection required.

  • Demonstrated experience in non-lethal force options such as taser, expandable baton, OC spray, or equivalent 

  • Experience in kidnap prevention for Ultra-High Net-Worth Individuals (UHNWI) for both the client and family members, evasive/defensive driving, Emergency Vehicle Operations (EVOC), convoy operations, high-threat motorcade operations, and security transport operations.

  • Experience or training in Survive, Escape, Resist, and Evade (SERE).

  • Advanced knowledge of California's Penal Code and Use of Force Laws, including familiarity with the Use of Force Laws within the continental United States.

  • Must complete a department-sponsored Public Safety academy and field training phase, to include a shadow phase with each Public Safety division to understand the concept of operations of the Casino, Resort, and San Manuel Reservation.

  • Must be at least 25 years of age for rental vehicle acquisitions to support the protective service transportation.

  • Speaking multiple languages is preferred, for interacting with executives, government officials and their staff, and guests from all demographics.

  • Excellent customer service experience in delivering a client's needs to include patience, empathy, self-control, and adaptability.

  • Ability to write correspondence and effectively present information in one-on-one and small group settings.

  • Strong experience in Microsoft Office Suite , such as Excel, PowerPoint, Outlook, Word, and Teams.

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.

  • Must obtain and maintain CPR, First-AID/ AED Certification, Tactical Emergency Casualty Care (TECC) and Emergency Medical Responder (EMR) within 6 months of hire.

  • Must maintain department fitness standards by taking and passing a fitness test every six months to include agility, flexibility, and mobility standards,

  • Must obtain and maintain a valid Bureau of Security and Investigative Services (BSIS) Gun and Guard Card within 6 months of hire.

  • A Concealed Weapons (CCW) permit under CA/UT/AZ/NV is preferred.

  • Must obtain and maintain taser and expandable baton certification within 6 months of hire.

  • Must obtain and maintain a Global Entry Pass for international travel within 6 months of hire.

  • Must obtain a U.S. Passport within 6 months of hire.

  • Must obtain a Commercial Driver’s License (CDL) within 6 months of hire.
