Chief Information Officer (CFO) Position Summary:

Responsible for directing, coordinating, and overseeing the Isleta Resort and Casino’s finance division’s personnel, customer service, fiscal management, IT, Compliance, Purchasing, and administration while promoting and exhibiting World Class Guest Service to all the Isleta Resort and Casino guests. 

Will provide financial leadership and coordination in business planning, finances, accounting, budgeting, reporting, and all fiscal management aspects to leadership. 

Actively exercises managerial responsibility for all department internal controls and regulatory requirements. Ensures employee and guest compliance and conforms to all Tribal, Federal, State, and standard operating procedures.

Essential Functions and Responsibilities: This list of tasks is illustrative ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class. •             In partnership with the CEO, establishes the financial strategies for the Isleta Resort and Casino.

•             Increases the Finance divisions, and hence the Isleta Resort and Casino’s effectiveness by recruiting, interviewing, selecting, promoting, training, coaching, counseling, assigns and delegates work, disciplining, reassigning, and terminating employees as needed.

•             Oversees division projects, communicates departmental and organizational goals, and identifies opportunities for improvement. 

•             Enforces division standards, objectives, and policy that are in accordance with the resort and casino’s organizational mission.

•             Achieves financial objectives by developing and monitoring the performance of financial operational plans and/or budgets and marketing plans to support the overall objectives of the Resort and Casino.

•             Analyzes revenues and expenses in order to implement processes to increase customer service, set expense controls, and cash management in a manner which will produce maximum profit. 

•             Establishes and implements short and long range division goals in accordance with organizational vision and strategies.

•             Remains aware of current trends and practices within area of responsibility and communicates pertinent information to management, peers, direct reports, and team members to ensure a best practice approach. 

•             Produces and manages division operating, capital, and project budgets (as assigned) in order to meet or favorably exceed approved budgeted expectations. 

•             Remains up to date and expertly informed of economic factors, competitive market, and emerging issues in order to position the Isleta Resort and Casino as the top resort destination in the area.

•             Ensures the Finance Division is properly staffed and motivated to meet the organizational goals and objectives.

•             Continuously assesses and develops strategic business and operational plans to maximize efficiencies and implement best practices.

•             Designs, implements, and facilitates the annual financial plan and budget for the Isleta Resort and Casino; sets the Isleta Resort and Casino’s financial vision and strategic plan while helping to build the corporate culture according to the CEO’s and Tribal Leadership’s goals and objectives. 

•             Evaluates organizational processes, structures, and operations to ensure the proper internal controls and efficiencies.

•             Ensures proper cash/revenue controls, to include but is not limited to, Cage and Count Operations, Gaming, Food & Beverage, Hotel Operations, and ancillary services (ATMs/Kiosks, and all other cash operations).

•             Oversees company expense controls, purchasing practices and initiatives. 

•             Oversees and sets the Isleta Resort and Casino’s financial policy, financial reporting, auditing, budgeting, and business planning.

•             Maintains positive vendor and banking relationships, monitors banking activities, and ensures compliance with all debt instrument covenants and laws and regulations.

•             Ensures cash management, debt, and investment policies are structured in the most favorable manner.

•             Ensures efficient, current and secure Information Technology (IT) operations to assist the Isleta Resort and Casino in reaching its operating and financial goals.

•             Sets and enforces sufficient company internal controls to prevent fraud, waste & abuse, loss, and theft.

•             Ensures compliance with all Isleta Resort and Casino wide operating, capital, and project budgets to meet or favorably exceed approved budgeted expectations. Implements corrective actions when necessary.

•             Interacts productively with Executive Management, Directors, and Managers when working as a management team, providing feedback, exchanging ideas, and furthering the organizational mission, vision, goals, and objectives.

•             Monitors and reviews labor and expenses in all areas.

•             Maintains and ensures updated SOPs and compliance with tribal, state, and federal regulatory requirements.

•             Ensures company and division records, documents, and electronic data are stored securely and confidentially in accordance with current policy.

•             Ensures all marketing promotions, special events, entertainment, and revenue production initiatives are cohesive and meets budgetary expectations.  

Accountability and Supervision:

Directly supervises the Finance Director, IT Director, Purchasing Director, Controller,Compliance and Internal Control Officer, Revenue Audit Manager, Cage Manager and Count/Drop Manager.

Initiates and administers employment actions and initiates responsibilities in accordance with the Isleta Resort and Casino’s policies, SOPs, and applicable laws. Responsibilities include initiating interviewing, hiring, and training employees; initiating planning, assigning, and directing work; initiating appraising performance; initiating rewarding and disciplining of employees; initiating promoting, demoting, and reassigning employees; and addressing complaints and resolving problems.

Education and Experience:

•             Bachelor’s degree in accounting, Finance, or related field, required.

•             Current CPA and/or master’s degree required.

•             Seven (7) to Ten (10) years direct accounting experience, required; Five (5) years Finance and /or Audit Management  experience required.

•             Gaming experience required; Tribal Gaming preferred.

•             Experience managing intensive cash handling and initiating control procedures, required.

Special Requirements, Licenses, and Certification

•             Must be able to acquire and maintain Gaming License issued through POIGRA.

•             Must be able to successfully pass a pre-employment drug test and background investigation.

•             Must be flexible with work schedule. Must be willing to work any day/hours as needed or required to meet business needs.

•             Must maintain all Isleta Resort and Casino-wide educational and certification requirements.

Knowledge, Skills, and Abilities:

•             Must possess strong critical and analytical thinking skills.

•             Must possess excellent project planning skills and proactively guide executive management to higher levels of efficiency and profitability.

•             Must possess strong negotiation skills and be able to make sound purchase decisions.

•             Must possess thorough knowledge and expertise in Tribal, Federal, State, and regulatory requirements.

•             Must possess a highly developed sense of customer service and interpersonal skills including high integrity and respect for individuals.

•             Must possess and exhibit a positive attitude towards internal and external guests at all times.

Physical Demands and Work Environment:

•             Must be able to lift, move, and place 25 pounds intermittently.

•             Must be able to sit, stand, and/or walk for extended periods of time.

Working Conditions:

Smoke filled environment, exposure to various lights and sounds. May, on occasion, be required to work outdoors. Occasionally may deal with angry or hostile individuals. Must be on call at all times. May work holidays, weekends, and different shifts.
