The San Manuel Band of Mission Indians (SMBMI) is a self-governing nation and, as such, has established a triballymanaged governmental department to enhance the protection of gaming and other related activities. The San Manuel Tribal Gaming Commission (SMTGC) is the department created by tribal ordinance as the primaryregulator of gaming within the SMBMI Jurisdiction. The SMTGC, which includes the Gaming Compliance Department, is responsible for ensuring the Gaming Operation complies with all applicable Federal, State, and Tribal laws and gaming regulations.Under the direction of the Compliance Supervisor, the Compliance Analyst – Policy & Procedures (Analyst) is responsible for ensuring compliance with all applicable laws, protecting tribal assets, and maintaining game integrity. In writing, researching, and analyzing compliance documents, the incumbent will achieve strong internal controls that safeguard assets, mitigate risk, prevent illegal activities, and maintain processes consistent with industry best practices. The Analyst will drive compliance, working with other departments across the enterprise to develop, revise, and/or write procedures for approval by the SMTGC.

Essential Duties & Responsibilities

1. Responsible for the efficient, and thorough examination of process deviations, root cause analysis, and initiation of corrective/preventative actions designed to address and correct the related deficiencies.

2. Provides expertise in the interpretation of applicable regulatory and compliance requirements including Compact, MICS, Gaming Commission Regulations (GCR), Tribal, State, and Federal laws, for tribal gaming and the hospitality industry.

3. Demonstrates accuracy and thoroughness, reviewing or developing comprehensive documentation showing full compliance and strong internal controls to protect assets, mitigate risk, and safeguard the reputation of the gaming operation.

4. Performs risk analysis on all assigned issues to evaluate, quantify, and mitigate wrongdoing, fraud, waste, and non-compliance.  The identified risk must be accurately documented and communicated with stakeholders as part of review records.

5. Collaborates with cross-functional teams to establish new or revise existing internal controls, policies and procedures, and other related documents to ensure implementation of appropriate controls; conducts post follow-up analysis to ensure the internal controls are present and functioning as designed and successfully implemented in “real world” situations.

6. Performs research and analysis, including process mapping and flowcharting, to ensure appropriate controls meet or exceed industry standards, and risk evaluations are completed before new processes are approved.

7. Uses technical writing to translate high level conceptual information and ideas into effective procedures, presentations, memos, and letters for various levels of team members and external audiences to ensure compliance and record of analytical work. 

8. Designs, validates, approves, and maintains robust game rules ensuring fairness and reputational risk mitigation, including game protections against cheating and advantaged play.

9. Maintains records and files of work and revisions documenting decisions, meeting notes, and risk and control discussions.

10. Performs other duties as assigned to support the efficient operation of the department.

Education/Experience/Qualifications

  • Bachelor’s Degree in Business Administration, Accounting, Hospitality, Gaming Law/Regulatory Affairs, or related field required.
  • Must possess a minimum of three (3) years of experience in the regulatory, audit, compliance, or technical writing field.
  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
  • Intermediate proficiency in Microsoft Word, Excel, Access, Power Point, Visio and Outlook is required.
  • Advanced Internet Research skills required; must be able to conduct Boolean searches, reference research material, and evaluate the credibility of information sources.
  • Must be a highly effective communicator and be able to communicate with all levels of the organization.
  • The ability to effectively manage multiple projects and implement a change management process is a must.
  • Experience demonstrating the utmost discretion and confidentiality as they will have access to private and sensitive information such as Social Security Numbers, credit cards, personal data or financial data from colleagues, personnel or customers.
  • Experience in developing/writing internal controls, program effectiveness, and/or regulatory compliance preferred.
  • COSO Internal Control Framework certification preferred
  • COSO Enterprise Risk Management certification preferred

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
