Description

The Corporate Payroll Tax Manager is responsible for the ownership of payroll tax compliance and reporting for both the United States and Canada. This role ensures accurate and timely calculation, deposit, filing, and reconciliation of all payroll-related taxes and statutory remittances in accordance with federal, state/provincial, and local requirements and the Company’s internal controls. The Corporate Payroll Tax Manager also owns garnishment administration and serves as the primary escalation point for payroll tax and agency matters, staying current on regulatory changes and partnering with internal and external stakeholders to maintain full compliance.

This is a hybrid position, requiring 3 days a week in office at our headquarters in Fairfax, VA.

ESSENTIAL JOB FUNCTIONS:

  • Maintain payroll tax records, reports, computations, and audits; perform periodic internal controls testing and support internal/external audits; partner with Finance/HR and external vendors to ensure compliance with applicable payroll tax laws and government regulations.
  • Own payroll tax compliance for the United States and Canada, including accurate calculation, funding, deposit/remittance, and filing of all payroll-related taxes and statutory deductions (federal, state/provincial, and local) in accordance with required frequencies and deadlines.
  • Own all unemployment tax programs, including SUI/SUTA account maintenance, rate changes, wage base tracking, benefit charge statements, and timely responses to agency notices; ensure accurate state registrations and jurisdiction setup/maintenance.
  • Oversee preparation and submission of all payroll tax returns and reconciliations (quarterly and annual), including (as applicable) Forms 941, 940, state and local returns, year-end W-2/W-3, and Canadian statutory year-end reporting; ensure tie-out to payroll registers.
  • Manage year-end processes and corrections, including W-2/W-2c requests, amended filings, off-cycle adjustments, and agency/media file troubleshooting; partner with vendors and agencies to resolve rejections and ensure accurate employee reporting.
  • Serve as the primary contact for payroll tax agencies and third-party providers; research and resolve tax notices, discrepancies, and penalty/interest assessments; prepare abatement requests and support documentation when appropriate.
  • Own garnishment administration end-to-end, including monitoring setup, calculation, prioritization, withholding, remittance, reporting, and responses to courts/agencies; maintain compliance with federal and state requirements and manage communications with employees and stakeholders as needed.
  • Ensure new locations and transitions (in/out) are established correctly for payroll tax and payment services, including registrations, jurisdiction setup, tax IDs, deposit schedules, and distribution requirements; coordinate timely closeout activities for transitions-out.
  • Ensure payroll systems and internal controls are configured and maintained to reflect the employee base, including earnings/deductions, taxable wage rules.
  • Provide guidance and training to property/field personnel on payroll tax setups, garnishments; develop and maintain payroll tax procedures and job aids.
  • Communicate actively with Director of Payroll Operations, to reconcile data sharing, resolve variances, and coordinate cross-departmental impacts related to payroll tax funding, filings, and reporting.
  • Monitor legislative and regulatory changes impacting payroll tax and garnishments (US and Canada); assess impact, recommend actions, and coordinate timely system/process updates to maintain compliance.
  • Suggest process improvements to increase efficiency and strengthen controls related to payroll tax compliance, reporting, and garnishment administration.
  • Additional assignments and special projects as needed.

REQUIRED SKILLS/ABILITIES:

  • A minimum of 5 years of experience in payroll, including substantial ownership of payroll tax compliance and reporting is required, OR Associate’s degree in accounting or related field of study.
  • Knowledge of multi-state payroll tax compliance and registrations is required; Canadian payroll tax/statutory remittance experience is highly preferred.
  • Demonstrated experience managing multi-state payroll tax reconciliations, and agency correspondence; experience with SUI/SUTA administration and year-end processing (including W-2/W-2c) is required.
  • Experience researching and interpreting payroll tax regulations and translating requirements into system configuration and process controls is required.
  • Experience administering wage garnishments, including setup, prioritization, withholding, remittance, and responding to agency/court orders is required.
  • Prior experience using UKG/UltiPro is preferred.
  • Advanced computer skills, including Microsoft Office.
  • Prior experience working in hospitality is highly preferred.
  • Must be able to communicate (speak, read, write) in the English language.
